Project Context
The Uganda eLearning Initiative for Education Institutions (2022–2027) aims to provide quality education to youth at universities and TVET schools, facilitating transitions to meaningful employment. Supported by the Mastercard Foundation, the program enhances access to digital educational tools and resources, ensuring impactful learning outcomes.
Job Summary
The Communications Specialist will lead strategic communication, content creation, and media engagement for the Uganda eLearning Initiative. Reporting to the Project Manager, the role ensures compelling storytelling, stakeholder engagement, and program visibility while supporting monitoring, learning, and reporting efforts.
Roles, Duties, and Responsibilities
Strategic Planning and Communication
- Update and maintain the communications strategy and annual work plan, aligning with program goals and Mastercard Foundation guidelines
- Ensure consistent tone, messaging, and branding across all communication channels
- Maintain a stakeholder database and develop crisis and reputation management plans
- Amplify youth voices and program impact through written, digital, and multimedia assets
Content Creation and Storytelling
- Document success stories, case studies, and lessons learned from program activities
- Create and maintain communication materials, including briefs, brochures, infographics, newsletters, and presentations
- Transform monitoring and evaluation (M&E) insights into engaging communication content
- Manage media relations, organizing press briefings, interviews, and coverage
Media and Digital Engagement
- Manage the program’s online presence, including website, newsletters, and social media accounts
- Execute digital marketing campaigns to increase awareness and adoption of eLearning tools
- Write and distribute press releases, opinion pieces, and feature articles
- Build relationships with journalists, influencers, and media outlets for effective coverage
- Monitor analytics and audience engagement to refine communication strategies
Stakeholder Communication and Coordination
- Provide tailored updates to stakeholders, including youth, government agencies, schools, partners, and funders
- Collaborate with internal teams to ensure consistent messaging
- Develop media kits, talking points, and branded materials for events, training, and launches
- Serve as the primary contact for government bodies and key partners
Monitoring, Learning, and Reporting
- Evaluate communication activities based on agreed-upon indicators
- Prepare quarterly and annual communication reports for CSTS and donor requirements
- Adapt strategies based on lessons learned and evolving project needs
- Contribute evidence-based inputs to donor and stakeholder reports

Qualifications, Education, and Skills
- Bachelor’s degree in Communications, Public Relations, Journalism, Marketing, or a related field; Master’s degree is desirable
- 5–7 years of experience in communication roles, preferably in donor-funded, development, or education projects
- Key Skills:
- Strong writing, editing, and storytelling skills with multimedia content creation ability
- Proficiency in content management systems and graphic design tools (e.g., Canva, Adobe Suite)
- Experience with digital media management and donor branding/visibility guidelines
- Excellent networking and interpersonal skills
- Innovative and creative communication approaches
- Strong project and organizational management skills
