Job Summary

The Senior Procurement Officer, funded by the Global Fund to Fight AIDS, Tuberculosis, and Malaria, will ensure compliant and high-quality procurement of goods and services for the Ministry’s Global Fund Grants. Reporting to the Programme Procurement Specialist at the FCU and collaborating with the Ministry of Health, the officer will oversee procurement processes, maintain documentation, and support effective grant utilization to combat HIV/AIDS, malaria, and tuberculosis.

Roles, Duties, and Responsibilities

  • Develop and update policies, standards, norms, and procedures for procuring goods, services, and works for Global Fund Grants
  • Review procurement plans to ensure compliance with established procedures
  • Participate in planning and funding proposal submissions to align budget requests with procurement plans
  • Verify procurement requests against procedures to ensure adherence
  • Prepare all necessary documentation for procurement and contracting, including bidding documents, bid evaluation reports, and contracts
  • Conduct field visits for quality assurance in contract management
  • Establish and maintain a document management system for procurement reviews, including checklists, progress reports, and monitoring reports
  • Support submission of updates and reports to Ministry of Health Management, the Global Fund, and the Country Coordinating Mechanism (CCM)
  • Perform additional tasks as assigned by management

Main Outputs/Deliverables

  • Procurement plan monitoring reports
  • No Objection reports for procurements post-review
  • Contract and procurement assessment reports
  • Management briefs for MoFPED as required

Reporting Requirements

  • Quarterly progress reports due by the 15th of the month following the quarter’s end
  • Annual performance reports due by the 15th of the month following the financial year’s end
  • Final assignment report due within two weeks of completing work plan activities or contract end, whichever comes first

Qualifications, Education, and Competencies

  • Bachelor’s Degree with honors in Business Administration, Economics, Finance, Procurement, Supply Chain Management, or a related discipline
  • Master’s Degree in one of the above fields
  • Professional qualification in procurement from a recognized institution
  • Full and current membership in a professional procurement organization
  • Up-to-date membership in the Institute of Procurement Professionals of Uganda (IPPU)

Experience

  • Minimum of 6 years of experience in procurement and supply chain management in a reputable public sector organization
  • Experience with programs funded by development partners
  • Strong understanding of Uganda’s public procurement laws and regulations
  • Experience in procurement audits and assurance (preferred)

Skills

  • Ability to work independently with minimal supervision
  • Strong numerical and analytical skills
  • Excellent report writing and communication skills
  • Strong interpersonal skills and ability to engage diverse stakeholders
  • Knowledge of computerized financial management software and Uganda’s computerized procurement system (preferred)
