Summary of the Job:
This is a high-level job at the Uganda Registration Services Bureau (URSB).
Roles description
The Assistant Commissioner is in charge of making sure that all of the company's business operations are as efficient and consistent as possible.
This job is all about using technology, analyzing workflows, and making process improvements to make things run more smoothly, save money, and provide better service. You will need to work with department heads, executive leadership, and different teams to make sure that these changes are in line with the URSB's strategic goals.
Key Responsibilities:
- Business Process Strategy & Governance: Create and oversee a Business Process Management (BPM) framework, build up governance mechanisms, and keep an eye on key performance indicators (KPIs).
- Process Optimization andTransformation: Lead the effort to look at current processes and discover ways to make them more efficient, for as by automating them.
- Technology Leadership & Innovation: Lead the digital transformation efforts, guide the use of IT systems, and analyze new technologies like AI, blockchain, and cloud computing.
- Stakeholder Engagement and Change Management: Work with top executives to set priorities for projects, run workshops, and oversee the switch to new ways of doing things. You'll also work with other government departments to set up automatic information sharing.
- Measuring Performance and Making Improvements: Use data analytics to keep an eye on performance, use methods like Lean, Six Sigma, or Agile, and make sure that industry standards are followed.
- Team Leadership and Development: Lead and teach a group of business process analysts, software developers, and BPM experts.
Experience and Qualifications:
Education background :
- You need a Bachelor's degree in Computer Science, IT, Business Process Management, or a similar discipline.
- You also need a Master's degree in an area related to Business Process Management or Information Systems.
- You need to hold at least one of the following certifications:
- Lean Six Sigma (Black Belt or Master Black Belt)
- ITIL Practitioner
- Certified Business Process Professional (CBPP)
- Project Management Professional (PMP)
- PRINCE 2 Practitioner
- Other internationally recognized process improvement certifications that are relevant
- Experience: You need to have at least 10 years of experience in operations, IT management, or business transformation, with at least 6 years in a leadership role.
- It is important to have a history of successfully reengineering processes, automating them, and going digital. Having worked in a government or big business is a benefit.
Capabilities and abilities:
- Knowledge of process modeling tools like Visio, ARIS, and Signavio.
- Strong capabilities in data analysis and visualization tools including Power BI, Tableau, and Excel.
- Familiarity with platforms for ERP, CRM, and automating workflows.
- Great skills in talking to people, negotiating, and managing stakeholders.
The ability to think strategically, solve problems, and make decisions.
