The Finance Assistant at University Research Co., LLC (URC) supports the Uganda Health Activity (UHA), a five-year program aimed at enhancing the Government of Uganda’s health service delivery.
The role ensures timely financial reporting, robust internal controls, and compliance with USDOS and URC regulations, contributing to improved maternal and child health, nutrition, WASH services, and health systems at various levels
Duties, Roles, and Responsibilities
Collaborate with the finance team to prepare timely monthly financial reports for the home office, including Cost Point entries, bank reconciliations, mobile money reconciliations, and staff advances reconciliations
Verify completeness and accuracy of payment documentation before posting to Cost Point
Process per diems and travel advances for project-related work
Ensure project costs comply with USDOS/URC regulations and are reasonable, allowable, and allocable
Address comments on monthly field report reviews from the home office, providing input on missing vouchers and required information
Assist the central office team in preparing monthly cash forecasts for submission to the home office
Prepare journals for balancing staff advances and liabilities before review
Maintain an updated vendor tracker in compliance with regulations, overseen by the Contracts department
File all financial documents, journals, and payment vouchers on schedule with the finance team
Scan payment vouchers and journals monthly and upload to OneDrive, maintaining an effective filing system for financial reports, wire requests, bank reconciliations, and field accounts review certificates
Collect necessary documentation for direct payments to MOH officers, local government officers, stakeholders, and field teams
Collaborate with the operations department to ensure timely receipt, verification, and payment of phone and internet bills
Work with the operations department to ensure timely receipt of vendor invoices and essential documents for prompt vendor payments
Assist the Finance Officer in gathering information for international tax reports (VAT)
Support the Finance Officer in conducting regular checks of project inventory and assets
Assess project operational activities (stores, transportation, assets, security, and safety) with the Finance Officer to ensure compliance with URC and USDOS regulations
Maintain a record of all documents entering and leaving the regional office
Perform administrative and operational tasks at the regional office
Undertake additional project-related duties as needed

Bachelor’s degree in accounting or a related discipline
Experience
At least one year of experience in general financial management and accounting
Skills: Excellent written and spoken communication and interpersonal skills Proficiency in Microsoft Office programs, including Word, Excel, and Outlook Strong attention to detail, with the ability to prioritize and multitask Desired Skills and Experience: At least one year of experience with Cost Point Prior experience with URC or USAID is a plus Additional Requirements: Must be legally authorized to work in Uganda (no funding available for relocation)
