Job Summary
The Human Resources Manager will develop and implement HR policies and procedures aligned with the company's mission and operational needs. The role ensures a positive culture, staff well-being, and independent management of recruitment, onboarding, payroll, performance, and compliance, collaborating with project teams and senior management.
Roles, Duties, and Responsibilities
- Develop and implement an HR strategy aligned with organizational objectives
- Oversee the full recruitment and selection process for national and expatriate positions
- Manage onboarding and induction of new employees
- Ensure accurate payroll processing and timely mandatory filings (NSSF, PAYE)
- Manage employee benefits, contracts, and HR records in compliance with regulations
- Ensure adherence to Ugandan labor laws and donor HR regulations
- Handle expatriate administration, including work permits, visas, and relocation
- Oversee annual performance reviews and staff evaluations
- Manage training, succession planning, and talent development
- Handle employee relations, complaints, and disciplinary issues professionally
- Maintain HRIS systems, generate HR reports, and support decision-making
- Foster a positive work culture, staff well-being, and engagement
- Support procurement of HR-related goods and services (e.g., training providers) and vendor management
Qualifications, Education, and Competencies
- Bachelor's degree in Business Administration, Psychology, Human Resources, or a related field
- Master's degree (MBA or MSc) or HR certification (CIPD or SHRM) is an advantage
- At least 5 years of HR experience, with at least 2 years in a management role
- Preferred: experience with consulting firms, NGOs, or donor-funded projects
- Deep knowledge of Ugandan labor legislation and HR compliance
- Knowledge of MS Office (particularly Excel), HRIS, and payroll systems
- Strong interpersonal and communication skills
- Proven ability to recruit, develop, and support staff
- Experience in expatriate support is an advantage
- Excellent English skills; knowledge of local languages is a plus
