Principal Obligations and Responsibilities
Responsibility 1: Provide assistance and ensure that the Country procurement organization is being followed up on
- I am responsible for participating in the process of establishing procurement strategies in conjunction with the Country Logistics Manager and project Managers
- Provide assistance to the Country Log Manager in conducting an analysis of the local market and maintaining a database that is up to date with local suppliers who meet the standards and requirements of the organization which include quality pricing service and ethics
- In accordance with the HI Purchasing policy it is necessary to organize the country procurement process in accordance with the permitted PSR (Purchase and Service Request) in order to provide accountability and transparency
- I will be following up on the supply data of the Purchase monitoring Chart (PMC)
- Assist in the coordination of the transportation of goods across the country including the selection of transport and packing methods the planning and monitoring of consignments as well as the administrative and customs clearance procedures
- Ensure that the goods and services that are given are in accordance with the request including things like quality quantity price deadline origin and so on
- It is necessary to ensure that the Services and Supplies Framework contract and its monitoring chart are maintained and followed up on
- As soon as the invoice is received the HI Payment Authorization form should be prepared and submitted to the Budget Holders for validation Additionally a copy of the Purchase and Service Request should be added to the form before it is sent to the cashier
Responsibility 2: Execution or guaranteeing the appropriate administration of the warehouse or storage facilities
- The task at hand is to ensure that the identification of stock needs is followed up on in conjunction with the project management and the Logistic management in order to prepare the PSR for the operating kits and consumable replacement needs
- Ensure that the Stock cards are updated and updated in accordance with the movement of stock that is received or released
- Every month it is necessary to update the stock report (SMC - Stock Monitoring Chart) based on the Stock Card and then send it to the Logistic Manager
- The task at hand is to establish the necessary crew and equipment forecasts for loading and unloading
- Working in conjunction with the Logistic Manager you are responsible for organizing the physical management of stocks
- Assist in the coordination of the periodic inventory stock take or reconciliation exercise
- Organize stock controls on a periodic basis; stock monitoring and utilization of stock cards
- Manage the flow of merchandise at all times
- Assist in the coordination of the distribution of items for the various operation sites of the project
- Ensure that the project managers or the relevant owner of stock are provided with the pertinent information and report regarding the stock
Responsibility 3: Organize the administrative archive and filing system for the Supply Chains
- It is necessary to manage the archives of supplies using both manual and electronic technologies
- Assist in the upkeep and monitoring of the Archive Monitoring Chart
- In coordination with the Log and Finance management it is necessary to provide all auditing documents that are pertinent
- Follow and submit the tools that are important to the base or functions that are handled on a regular basis
Responsibility 4: Showing respect for the identity of HI as well as its norms and procedures
- Make sure that the HI policies (child protection policy policy and mechanism for the prevention of and fight against bribery the protection of beneficiaries from sexual exploitation and abuse policy) are known understood applied and respected by its team Additionally ensure that the HI code of conduct and ethics HI mandate and values HI rules and operating procedure and HI policies are all known understood and respected by the team

Responsibility 5: Being prepared for and responding to any emergency situations
- Make a contribution to the disaster preparedness efforts of the program and in the event of an emergency response modify working methods in order to assist in the facilitation of an efficient humanitarian response by the Humanitarian Initiative (HI)
Qualifications Skills and Experience
- Procurement and Supply Chain Management is a field that requires a Bachelor's degree
- A minimum of three years of work experience in Supply Chain (Procurement) within an international non-governmental organization (NGO) is required
- Knowledge of the standard procedures and techniques that are used in the supply chain
- It is necessary to possess both personal skills and technical competencies
- A comprehensive understanding and practical experience in the areas of planning purchasing procurement stock management financial and budget management donor management and program management including the planning monitoring and coordination of activities
