PROFILE OF THE ORGANIZATION

The National Information Technology Authority-Uganda (NITA-U) was set up as a legal organization under the National Information Technology Authority, Uganda Act, 2009.

NITA-U is one of the most important organizations in the Information and Communications Technology (ICT) field. Its job is to coordinate, promote, and keep an eye on IT development in the context of national social and economic growth.

The goal is to "transform lives through e-service delivery."

Job Title: Analyst for Monitoring and Evaluation

Department: Planning, Strategy, and Performance

Directorate: Planning, Research, and Development

Reports to: Manager, Planning, Strategy, and Performance

This Role Has the Following Positions Reporting to It: None

The job's purpose

To help NITA-U carry out its Monitoring and Evaluation (M&E) Plan, we need to set up, keep up, and keep developing institutional M&E processes that make it easier to measure performance, report on it, and make decisions based on data.

Roles, Duties, and Responsibilities

  • Create and keep up a strong Monitoring and Evaluation system that follows national frameworks and NITA-U's institutional initiatives to help with performance monitoring and reporting.
  • Help with planning and budgeting at the institutional level to make sure they are in line with the M&E framework, the National Development Plan (NDP), and the goals for the organization's performance.
  • Create and keep an eye on SMART indicators for projects, programs, and institutional policies to see how well they work and what effects they have.
  • Collect, check, and analyze performance monitoring data to see how things are going, find areas that need improvement, and give management the information they need to make choices.
  • Prepare and send out M&E reports every three, six, and twelve months. These reports should include important performance information and suggestions for how to make things better.
  • Plan and take part in evaluations of important NITA-U initiatives, programs, and projects to see how useful, effective, efficient, and impactful they are.
  • Encourage workers and stakeholders to learn and grow all the time by teaching them about M&E tools, frameworks, and results-based performance management.
  • Do any other tasks that may come up from time to time to help the Directorate and NITA-U reach their goals.

Qualifications, Education, and Skills

Requirements for the Position

Learning

  • A bachelor's degree in a related discipline, such as Monitoring and Evaluation, Statistics, Economics, or a similar field from a recognized school.
  • A Postgraduate Diploma in Monitoring and Evaluation will be a plus.
  • Being a member of the Uganda Evaluation Association will be a plus.

Experience

  • At least four (4) years of relevant experience in monitoring and evaluation at a well-known public or private organization.

Knowledge in Technology

  • Ability to use computer programs like MS Word, PowerPoint, Excel, online data gathering platforms (like Kobo and ODK), and statistical analysis software (like SPSS and STATA).
  • Experience in creating, setting up, and running online data collection platforms, dashboards, and digital M&E systems.
  • A good understanding of Uganda's National M&E Policy, Results Frameworks, and the structure of national development planning.
  • Great at analyzing, preparing reports, and giving presentations, and pays close attention to detail and correctness.
