Program Background

The Next Creata Program is the flagship initiative under the Uganda Creatives Program, in partnership with Bayimba Foundation, ITC, and Mastercard Foundation.

It aims to skill, employ, and financially include 40,000 young women through:

  • Media production training
  • Digital upskilling
  • Market linkage
  • Entrepreneurial pathways

Role Overview

The Gender & Safeguarding Officer ensures all program activities embed gender equity, protection, and inclusion, with a zero-tolerance policy for sexual exploitation, abuse, and harassment (SEAH).

You will build safeguarding capacity across partners and trainers to create safe, inclusive spaces for young women, PWDs, and marginalized groups.

Key Responsibilities

Gender Inclusion & Mainstreaming

  • Develop and implement GESI framework per ITC & Mastercard standards
  • Integrate gender-sensitive approaches in curriculum, training, comms, and partnerships
  • Address barriers to women’s participation (e.g., caregiving, transport, bias)
  • Conduct gender analysis and design equitable programming
  • Advise on gender indicators, outcomes, and reporting

Safeguarding & Protection

  • Oversee Safeguarding Policy implementation across all activities
  • Establish confidential, accessible reporting channels
  • Train staff, trainers, mentors, and partners on child protection, SEAH prevention
  • Integrate safeguarding risk assessments in hiring, training, and field engagement
  • Support investigations with Program Lead and consortium Safeguarding Desk
  • Maintain secure incident register and ensure timely resolution

Partner Capacity Building

  • Train downstream partners and hubs on GESI and safeguarding
  • Support MEAL Officer in gender/safeguarding data collection
  • Ensure partners appoint and train Safeguarding Focal Points
  • Conduct regular audits of partner training spaces

Awareness & Advocacy

  • Lead internal/external campaigns on gender equality and safe participation
  • Ensure communications materials are gender-responsive and empowering
  • Represent Next Creata in consortium gender/safeguarding forums
  • Document and share success stories of women’s empowerment

Compliance & Reporting

  • Submit quarterly gender and safeguarding progress reports
  • Maintain gender-disaggregated data and incident logs
  • Contribute qualitative insights to donor reports

Qualifications, Education & Skills

Education: Bachelor’s in Gender Studies, Social Work, Human Rights, Development Studies, or related field

Experience: 5+ years in gender mainstreaming, child protection, or safeguarding in development, education, or creative sectors

Proven Skills:

  • Implementing safeguarding frameworks and conducting investigations
  • Delivering gender inclusion and SEAH prevention training

  • Deep understanding of intersectional gender dynamics
  • Timely, accurate reporting and compliance
  • Cultural competence across Uganda’s diversity
  • Strong cross-functional collaboration

  • Approved Gender & Safeguarding Implementation Plan
  • Functional safeguarding reporting and referral mechanism
  • Gender-disaggregated reporting in all MEL submissions
  • Quarterly gender and safeguarding compliance reports
  • Annual summary of gender audits and case resolutions
