The Operations Team Leader – AI manages the agriculture sector portfolio (Food Security, Water & Rural Development projects, and TAs) within the approved scope, schedule, budget, and quality, under the Country Operations Manager's direction.
This role ensures the Bank effectively executes its mandate to support socio-economic development in member countries Daily, supervise and provide technical guidance to Project Management specialists, plan, lead, and execute project preparation and appraisal, and conduct quality assessments of TAs and portfolios, including monthly, quarterly, and annual progress reports (PIASRs)
Duties, Roles, and Responsibilities
Project Evaluation:
Lead the preparation of project appraisals to ensure compliance with the Bank's operations manual and relevant policies for technical, economic, social, financial, procurement, institutional, and environmental aspects
Obtain strategic advice and input from Sector Team leads in DGCP and DGGPP to enhance project appraisal documents before Board approval
Incorporate adjustments from project preparation and appraisal into required documents to align project design, sector policy, and methodology before Board submission
Project Approval:
Lead the planning, follow-up, and communication of project approvals in accordance with IsDB's business processes and delegation of authority to appropriate focal points and stakeholders (Bank, MC, Partners)
Project Implementation and Monitoring:
Collaborate with DGCP and DGGPP Sectoral Leads for guidance on all aspects of the project lifecycle
Update project plans to monitor progress, anticipate issues, and implement action plans for swift resolution
Work with the Operations Quality and Monitoring (OQM) Unit to ensure compliance with operational policies and implement improvement recommendations
Review disbursement requests and advise country management on clearance status to resolve procurement and associated issues promptly, minimizing Undisbursed Commitments
Project Review and Closure:
Assist in preparing project completion reports, ensuring all project charter elements are addressed
Provide DGCP and GPP Sectoral Teams with information on challenges, corrective actions, and lessons learned for future initiatives
Supply the Portfolio Effectiveness Unit with data to verify portfolio development effectiveness objectives at the end of the project portfolio cycle
Main Responsibilities
Lead the Regional Hub operations team in conducting due diligence and overseeing implementation of the Bank's Agriculture, Water, and Rural Development portfolio within approved costs, timeframes, and quality
Guide operational planning for project preparation in agriculture and rural development for Bank financing, defending projects before the Bank's Board
Provide ongoing technical support and strategic advice to project management staff and professionals in Bank member countries on effective application of the Bank's operational project management procedures

Education
A bachelor's degree in agriculture, food security, rural development, water management, agricultural engineering, or a related discipline Master's degree preferred
Experience
At least 8 years of experience in the agriculture sector or related field with a Bachelor's degree, or 6 years with a Master's degree, with at least 5 years in a specialized sector
Certifications: Additional training or certification in Project Management, such as PMP, is highly beneficial Languages: English required; French preferred Skills and Knowledge Needed: Project management skills People management skills Quality management skills Results orientation Portfolio management Time and resource management Stakeholder management Drive for excellence Problem-solving skills Vendor management skills Global trends and challenges in the sector IT proficiency, particularly in project management
