About TPO Uganda
TPO Uganda is a leading humanitarian NGO providing mental health, psychosocial support, and resilience programs across multi-site operations in Uganda. The People and Culture Manager will implement the HR framework, ensure legal compliance, and foster a positive organizational culture.
Job Purpose
Support the Head of People and Culture in executing TPO Uganda’s people management strategy. Drive strategic HR operations, ensure compliance with Ugandan labor laws, and embed the People and Culture Policy Manual across HQ and field offices.
Key Responsibilities
Talent Lifecycle & Performance
- Manage recruitment, onboarding, training, and offboarding
- Plan performance cycles (probation, mid-year, annual)
- Handle welfare, grievances, and disciplinary processes
Learning & Development
- Conduct training needs assessments and follow-up
- Promote safety, DEI, and health programs
Systems & Compliance
- Maintain accurate HRIS data
- Ensure compliance with Employment Act, NSSF, OSH, and internal policies
- Support field HR operations and engagement events
Qualifications & Experience
- Master’s in HR Management, Org Psychology, or Business Admin (HR Option)
- Professional HR qualification (e.g., CHRP, SHRM) highly preferred
- 8+ years HR management; 3+ years in senior role
- Experience in large I/NGO with HQ + field offices
- Deep knowledge of Ugandan labor laws and statutory compliance
- Proven support to line managers on HR best practices
- Expert in HRIS and Microsoft Office
- Strong English (written/spoken); detail-oriented
- Cross-cultural communication and team leadership
- Creative problem-solving in ambiguous situations
- Discretion with sensitive HR matters
