MUWRP is a collaboration between Makerere University and the U.S. Walter Reed Army Institute of Research, renowned globally for infectious disease research, HIV/AIDS breakthroughs, and strengthening health systems across sub-Saharan Africa.

Role Overview

Position Code: MUWRP/03/11/2025
Title: Program Officer – Health Information Systems Support (Independent Contractor)
Duration: 4 months (with possibility of extension)

You will provide technical leadership for ClinicMaster EMR rollout, integration, and support in line with Ministry of Health digitization strategy.

Key Responsibilities

• Lead ClinicMaster EMR development, integration & interoperability with MoH systems
• Resolve technical issues and coordinate with system developers
• Provide hands-on training, mentorship & user guides for MoH, district & facility staff
• Strengthen data quality, reporting & continuous quality improvement
• Develop data collection tools aligned with MoH indicators
• Conduct data quality assessments across supported sites
• Travel frequently to Kayunga Region & other ClinicMaster sites

Education & Experience

• BSc in IT, Computer Science or related field
• Proven experience with ClinicMaster, UgandaEMR, DHIS2, OpenMRS, Eafya
• Advanced SQL, data cleaning, validation & reporting
• Proficiency in JAVA, Python, PHP or similar languages

• Strong stakeholder engagement with MoH & districts
• Ability to work independently in dynamic environments
• Excellent training & mentorship skills
• Willingness to travel extensively within Uganda
