Description

We seek a qualified individual for the Temporary Program Clerk role to deliver daily administrative and operational assistance to consultants and teams executing PSI Uganda’s.

 Delivering Innovations in Self Care (DISC) project focused on family planning and health initiatives. This position ensures streamlined payment processing procurement of goods and services logistical arrangements and precise documentation of activities It plays a critical role in sustaining efficient workflows enabling teams to concentrate on providing top-quality family planning services in Kampala Uganda

Key Duties & Responsibilities
  • Process and submit payment requests including per diems and reimbursements for consultants and beneficiaries ensuring full documentation before Finance team review
  • Maintain a system to track payments ensuring prompt disbursements and highlighting delays
  • Verify and align expense reports with approved budgets and plans
  • Prepare requisitions for program team goods and services following up with procurement to monitor progress
  • Ensure accuracy and completeness of payment requisition and procurement documents before Finance submission
  • Maintain organized digital and physical filing systems for operational documents like receipts and reports
  • Assist with compliance checks performing initial reviews to ensure documents meet donor and audit standards
  • Enter program data into PSI Uganda systems as required
  • Update and compile activity trackers from field teams including event planners supervision visits mentorship schedules facility graduation plans and family planning commodity trackers
  • Arrange logistics for field activities such as venue bookings transport and material distribution
  • Aid consultants in scheduling visits meetings and stakeholder interactions
  • Monitor family planning commodity and supply inventory via trackers alerting teams for restocking needs
  • Request vehicles for consultants and prepare reconciliations for review
  • Record meeting minutes and monitor action plans
  • Draft routine correspondence like memos emails and internal operational updates
  • Consolidate field data for donor reports and internal assessments
  • Enter data into centralized tracking tools
  • Gather data for monitoring indicators focusing on operational efficiency and service delivery
  • Track reporting rates via trackers following up with consultants to achieve full reporting
  • Document field team lessons and challenges to support adaptive programming
  • Organize learning sessions and reviews by preparing materials and coordinating logistics
Requirements
Qualification
Bachelor’s degree in Business Administration Procurement and Logistics Accounting Project Management or similar fields
Additional training in office administration procurement or financial management is a plus
Proficient in Microsoft Word Excel PowerPoint and internet navigation
Minimum 2 years of administrative or operational support in program or project settings preferably within NGOs public health or development sectors
Proven skills in handling financial and administrative documents such as per diems supplier payments and requisitions
Experienced in procurement processes
Skilled in compiling program trackers progress reports and meeting minutes
Familiarity with multi-stakeholder teams ideally involving field staff and consultants in Kampala Uganda
Key Personal Competences
  • Skilled in MS Office Suite including Word Excel Outlook PowerPoint and adept with digital collaboration tools
  • Strong organizational abilities with sharp attention to detail and accuracy
  • Excellent verbal and written communication capabilities
  • Capable of managing multiple tasks and meeting deadlines with minimal oversight
  • Proficient in report writing
  • Skilled in data analysis decision-making and iterative implementation
  • Strong relationship management abilities
  • Practical innovative resourceful and highly adaptable for PSI Uganda’s DISC project

  • Key Performance Indicators include timeliness of payment processing measured by percentage of consultant and beneficiary payments completed within set timelines
  • Procurement efficiency gauged by average days from requisition to goods or service delivery
  • Record accuracy assessed by percentage of error-free operational documents
  • Report submission evaluated by percentage of activity reports submitted by deadlines
  • Policy compliance measured by number of issues identified in internal audits
  • Tracker update frequency and accuracy
  • Meeting support assessed by percentage of minutes and action points distributed within 48 hours for PSI Uganda’s family planning initiatives
