Project Background

The Uganda Cash Consortium (UCC), which is led by the Danish Refugee Council (DRC) and funded by the European Civil Protection and Humanitarian Aid Operations (ECHO), is helping the most vulnerable refugees in Uganda meet their urgent humanitarian needs This is part of the 2022–2025 Uganda Refugee Response Plan's strategic goals The partnership is intending to increase its response because requirements have grown The UK's Foreign, Commonwealth, and Development Office (FCDO) is expected to give the collaboration an extra £2 million This function is very important to this attempt to save lives and help people become more self-sufficient

Overall Purpose of the Role

The Cash & Voucher Assistance (CVA) Officer will be in charge of carrying out the project in the field according to agreed-upon work plans, standard operating procedures, and best practices in humanitarian work The Project Manager will be in charge of this The officer will talk to a lot of different people to make sure that everyone is responsible, but they will always put DRC's interests first

Key Duties and Responsibilities

1. Putting the program into action

  • Work with the Referral Officer and Project Manager to establish or update the overall project implementation work plan
  • Make sure that all field operations, such as mobilizing the community, raising awareness, and really giving help, are done quickly and well
  • Compare actual transfers to plans and make sure they are carefully tracked
  • Put together and send in high-quality reports on schedule
  • As the Project Manager says, keep the project trackers up to date
  • Help with localization initiatives, such as mapping out possible local partner groups

2. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Work with and help the Referral Officer/MEAL to make sure that DRC's Complaints and Feedback Mechanism (CFM) works well in the field
  • Help with the logistics of surveys and data collection operations
  • Take part in MEAL review sessions to check on progress and make changes to the program

3. Coordination and Representation

  • Always represent DRC/UCC and go to all the right coordination meetings at the consortium, inter-agency, and regional levels
  • As directed by the Project Manager, talk to donors, government officials, and other interested parties

4. Safety and security, administration, human resources, and the supply chain

  • Find out how many Community Outreach Workers are needed and be in charge of hiring, placing, training, and supervising them every day
  • Check and send in reports on time to make sure that incentive workers are managed well and that their payment information is correct
  • Work with support departments to make sure that DRC offices have what they need
  • Make procurement strategies and make sure they are carried out according to DRC rules
  • Be the main point of contact for safety and security in the field; aggressively look for dangers and offer ways to protect DRC staff and property

About You

To do well in this job, you need to have shown that you know a lot about cash programming, especially how to prepare for and manage payments and deal with complaints

Qualifications and Work History

  • Good at analyzing things and making plans for the future
  • Very careful with the details, especially when making disbursement lists and keeping track of money transactions
  • A clear history of attaining or exceeding program goals while keeping up the technical quality
  • Very diplomatic, having a good understanding of politics and culture
  • Good communication and people skills at a high level
  • You must be able to read and write in English
  • You must have a valid motorcycle riding permit (The project will give them a motorbike to use in the field)
  • It is a big plus if you can speak basic Swahili or Juba Arabic
