Job Summary
The Junior HR Staff (HR Project Assistant Manager) will oversee human resources tasks for projects, including recruitment, employee welfare, performance management, and compliance. The role ensures effective supervision and engagement of skilled, semi-skilled, and casual workers to support successful project execution.
Roles, Duties, and Responsibilities
- Workforce Planning and Recruitment: Assess workforce needs based on project phases, plan recruitment, onboarding, and placement, and maintain updated staff lists and schedules
- Employee Relations and Welfare: Ensure compliance with labor laws and company policies, handle complaints and disciplinary issues fairly, and address workers’ health, safety, and housing needs
- Performance Management: Set performance goals, monitor staff productivity, establish KPIs for supervisors and casual workers, and provide feedback and training recommendations
- Compliance and Record-Keeping: Maintain accurate employee records (contracts, attendance, timesheets, payroll), ensure compliance with laws (NSSF, PAYE, NHIF, OSHA), and support audits and reporting
- Health, Safety, and Environment (HSE): Collaborate with HSE staff to enforce workplace safety, conduct toolbox talks, and investigate and report workplace incidents
- Project HR Administration: Manage payroll data for casual workers, monitor labor costs against budgets, and coordinate with project managers for smooth HR operations
Qualifications, Education, and Skills
- Bachelor’s degree in Business Administration, Human Resource Management, or a related field
- Professional HR certification is an advantage
- At least 2 years of HR experience in project-based or labor-intensive industries
- Strong understanding of labor regulations and compliance
- Experience managing temporary and contract workers
- Excellent leadership and people management skills
- Strong organizational and multitasking abilities
- Effective communication and negotiation skills
- Problem-solving and conflict resolution skills
- High integrity, confidentiality, and professionalism
