Job Summary:
To oversee and manage the planning, building, and operation of oil pipelines and storage terminals, making sure that they meet safety, environmental, and technical criteria at every stage of their existence.
About the Group:
The Petroleum Authority of Uganda (PAU) is the government agency in charge of overseeing and regulating oil and gas operations in Uganda.

Main Tasks and Responsibilities:
- Keep an eye on and control the building and operation of oil pipelines and terminal facilities
- Work with others to review engineering plans, construction plans, and operational procedures for pipeline and terminal infrastructure
- Oversee the creation and use of safety and environmental management systems for midstream operations
- Supervise the writing and analysis of periodic operational reports from licensees
- Give technical input for the creation of national policies and rules that govern pipeline and terminal operations
- Lead inspections and audits of terminals and pipelines to make sure they follow the rules.
- Oversee the creation and implementation of the department's budgets and work plans.
- Coordinate planning for emergency response and incident investigation for pipeline and terminal operations.
- Offer technical support during negotiations for pipeline and terminal agreements.
- Guide and mentor junior staff in the department
Skills, Experience, and Qualifications:
- A master's degree in petroleum engineering, mechanical engineering, chemical engineering, or a related discipline
- A bachelor's degree (Hons) in engineering from an accredited school
- At least seven (7) years of relevant experience in developing oil and gas infrastructure; at least five (5) years of specific expertise in managing or operating pipelines or terminals; and three (3) years of experience at a supervisory level.
- Registration as a professional with the Uganda Institution of Professional Engineers or a similar international group
Preferred Qualifications:
- Being a member of the right professional groups (ASME, API, SPE, IOGP)
- Getting certified in Pipeline Operations or Terminal Management
- Having worked with SCADA systems and pipeline monitoring technologies
Required Skills:

- Excellent analytical and problem-solving skills
- A thorough understanding of international pipeline standards and codes
- Knowledge and skills in risk assessment and management
