Job Summary:

To oversee, manage, and improve the involvement of Ugandan businesses and workers in the oil and gas industry by putting local content policies into action and building up the country's competitive potential.

About the Group:

The Petroleum Authority of Uganda (PAU) is the government agency in charge of overseeing and regulating oil and gas operations in Uganda. PAU is dedicated to the open and long-term growth of the country's oil and gas resources. It makes sure that operations follow international standards while also encouraging local content and protecting the environment.

Main Duties and Responsibilities:

  • Enforce and keep an eye on local content rules and policies in all oil and gas activities
  • Keep the National Supplier Database for the oil and gas sector up to date
  • Review and assess the annual local content reports that licensees, contractors, and subcontractors send in.
  • Help Ugandan businesses increase their capacity to meet industry standards.
  • Check to see if local development plans' goals for hiring and buying are being met.
  • Do assessments of enterprise development and find areas where local capacity is lacking.
  • Set up.org business linking forums and supplier development workshops.
  • Write reports every so often on how well local content is working and how far along the implementation is.
  • Work with training schools to make sure that their courses meet the needs of the industry.
  • Help establish rules and systems for keeping an eye on local material.
  • Do any other tasks that your boss tells you to do.

Skills, qualifications, and experience:

  • A bachelor's degree in business administration, economics, engineering, law, or a similar profession
  • At least three (3) years of relevant experience in enterprise development, local content management, or procurement
  • Knowledge of Uganda's laws and regulations around local content
  • Experience with programs that help build capacity and get people involved

Extra Benefit:

  • A master's degree in a related discipline
  • Experience in the oil and gas industry
  • A professional certification in project management or procurement

  • Strong reporting and analytical skills
  • Excellent communication and interpersonal skills
  • Skills in managing and facilitating stakeholders
  • Knowledge of company development principles
  • A high level of ethics and professionalism
  • A new and problem-solving way of doing things
