Roles, Duties, and Responsibilities
The Monitoring and Evaluation Specialist will:
- Collect and present the M&E results for the Energy and Climate program
- Help with some of the M&E operations for the numerous commissions and extra initiatives
- Help GIZ's worldwide programs reach this goal or show the results of all the programs together as needed.
Specific Tasks
Cluster and general activities will include:
- Leading the implementation, review, and/or modification of a results-based M&E framework and methodology for the cluster and the individual projects/programs that fall under it
- Coordinating the purchase of outside M&E services
- Working with GIZ staff, implementing partners, and third-party service providers to coordinate data gathering activities
- Analyzing and interpreting project data to help create material for writing reports on all or some parts of cluster-supported interventions
- Help with and support for regular reporting to GIZ, commissioning parties, and other important stakeholders for the cluster's programs and projects
- Help with and support for publicizing the cluster (and its programs and projects) and their results, working with the Communications Advisor
- Taking care of last-minute requests for progress statistics, which can be due in a short amount of time
- Helping colleagues and partners improve their M&E skills, for example, by educating staff on how to utilize different data collection tools within GIZ, how to use online M&E reporting platforms, how to organize surveys, and so on.
- Giving the Management Team data-based advice on how to lead the cluster.
- Making major contributions to strategic and operational planning processes of the various projects in the cluster
- Providing focused technical assistance to GIZ staff for systematic and organised actions in data collection, analysis, storage and retrieval to not only aid knowledge management, but also foster general improvement in project and organisational performance
- Supporting the different commissions and supplementary projects in the broader Energy and Climate programme in meeting the GIZ planning M&E standards and continuously keeping the different programmes/projects up to date with the same
Specific tasks for the program or project:
- Work with the M&E Advisors for WE4D and EnDev to coordinate and record results, and then send these results to the overall results of the larger Energy and Climate program.
- Work with the lead national project officers of the supplementary projects to record results that are relevant to Uganda and include them in the overall results of the Energy and Climate program.
- Help all programs and projects plan for, carry out, and assess outcomes that fit with BMZ, EU, and international M&E frameworks, such as the BMZ 2030 indicators and the European Union (EU) Module Indicator Programme Indicators (MIPS), among others.

Skills, Education, and Qualifications
- A bachelor's degree in statistics, economics, energy, development economics, or a related field Statistics or another related field
Experience details
- 5 years of relevant work experience in development cooperation, especially in M&E and, if possible, in the area of renewable energies and energy efficiency
- Experience preparing reports for those who work in international development
- Proven experience coordinating and carrying out data collecting and analysis tasks for complicated projects
- Having worked in teams with people from different cultures
Skills, knowledge, and abilities
- Understanding of both basic and advanced statistical software (MS Excel, Stata, SPSS, Kobo Toolbox, etc.)
- Ability to work reliably and efficiently even when time is tight or the subject matter is difficult
- Strong desire to learn and quickly get up to speed on a variety of complex projects
- Great written and spoken communication skills
- Good at making and giving presentations
- Great at analyzing data and paying attention to details
- Good at using ICT technologies and related software and computer applications (like MS Office)
- Creativity and a desire to use fresh ideas and ways to solve problems
- A good understanding of the OECD-DAC evaluation standards
