Job Summary

The Data Management Officer will help with the MEAL function for the Disaster Risk Management and Climate Resilience project in Kasese District. 

The major job of this entry-level role is to set up and keep accurate databases that will help with project indicators in the areas of Disaster Risk Reduction, Emergency Preparedness, Anticipatory Action, and Early Warning Systems.

Duties, Roles, and Responsibilities

Managing and Ensuring Data Quality

  • Lead the design, digitization, and deployment of data collection tools that are in line with project indicators
  • Set up and keep databases for tracking outputs, outcomes, and early warning signals
  • Improve the use of digital data management tools like Kobo Collect
  • Create and keep interactive dashboards using Power BI, Excel, and GIS
  • Carry out quarterly data quality assurance activities
  • Do regular data analysis for adaptive programming and early action
  • Make sure that MEAL dashboards and output trackers are updated on time

Building Capacity and Supporting Partners

  • Teach and coach project personnel, school and health center focal points, and community groups
  • Give partners ongoing technical support with data management
  • Find and fix capacity gaps in data processing
  • Write down and share the best ways to use data for planning ahead

Making Plans, Setting Budgets, and Reporting

  • Help make MEAL plans and budgets for activities that involve data
  • Help with regular project performance reporting using the PRIME system
  • Take part in baseline and endline assessments
  • Make sure that collecting data is done in a way that is safe and ethical

Talking and Working Together

  • Keep good working connections with the district's local government and other important people
  • Work with the government on activities and structures
  • Make sure that data systems work with national EWS frameworks
  • Make sure that data communication methods are child-friendly and open to everyone

Skills, Education, and Qualifications

  • A bachelor's degree in statistics, social sciences, IT, development studies, or a related field
  • It would be helpful to have training in GIS, Power BI, or mobile data collecting systems
  • At least three years of experience managing data is preferred
  • Advanced computer skills, such as using MS Office and statistical software
  • Being good at using digital technologies for collecting data and visualizing data
  • Worked with schools, health centers, and the District Local Government before
  • Ability to travel a lot and work in hard-to-reach places
  • It helps to know the local languages spoken in Kasese District
  • A promise to keep children safe and make programs open to everyone
