About the Project

The "Innovating Horticulture in Eastern Africa" project, a collaboration between GIZ and the Gates Foundation, aims to grow the horticulture sub-sector in the East African Community (EAC) and COMESA regions. Part of the PRUDEV Programme’s Rural Development Focal area, it supports small-scale producers in Ethiopia, Uganda, and Kenya through the COMESA-EAC Horticulture Accelerator (CEHA). The project promotes job creation, gender equality, and economic growth by enhancing policy frameworks, financing, and innovations like biofertilizers and irrigation, targeting a sector value increase from $4 billion to $8 billion by 2031.

Job Summary

The Advisor - PRUDEV will oversee the Innovating Horticulture in Eastern Africa project in Uganda, coordinating operations, building partnerships, and providing technical advice to strengthen the horticulture sub-sector. The role involves collaboration with stakeholders and cross-border teams to drive sustainable growth and innovation.

Roles, Duties, and Responsibilities

Advisory and Coordination Services

  • Lead project operations at national and sub-national levels, ensuring seamless implementation and stakeholder engagement
  • Develop CEHA Uganda’s horticultural roadmap to support growth, sustainability, and private sector involvement
  • Facilitate policy discussions and stakeholder exchanges to drive sector reforms
  • Provide strategic guidance and capacity-building support to competitors, promoting learning and innovation along the avocado value chain
  • Raise national awareness of horticulture and engage relevant stakeholders
  • Support farmer training through strong ties with agribusinesses, traders, and cooperatives
  • Develop and improve quality assurance processes for consultants and partners

Collaboration and Networking

  • Build and strengthen partnerships with CEHA Uganda, agribusinesses, traders, cooperatives, and farmers
  • Facilitate knowledge and experience sharing at district and regional levels
  • Collaborate with GIZ teams in Ethiopia and Kenya to enhance cross-border initiatives

Knowledge Management

  • Prepare learning and communication materials to disseminate project insights
  • Contribute to high-quality project reports (e.g., annual and donor-specific reports for GIZ and Gates Foundation)
  • Share lessons learned to support replication and scaling in COMESA member states

Other Responsibilities

  • Perform additional tasks as required by management

Qualifications, Education, and Skills

  • Bachelor’s degree in Business Management, Marketing, Economics, Agricultural Economics, or Agribusiness
  • Professional certification in Project Management, Value Chain Development, Agribusiness, or Marketing is an advantage
  • Minimum 5 years of professional experience in a similar role, with a proven track record in project management and independent decision-making
  • Experience leading multi-stakeholder projects and collaborating with cross-border partners with minimal supervision
  • Demonstrated success in advisory and capacity-building initiatives
  • Professional expertise in horticulture or value-chain projects is preferred
