The Africa Centre for Energy and Mineral Policy (ACEMP), established in 2012, is a non-profit organization dedicated to promoting good governance, research, capacity building, fairness, and social and economic justice in Uganda’s energy and extractive resource sectors.
Aiming to support at least 11 of the 17 Sustainable Development Goals, ACEMP aligns with Uganda’s Development Plans, Visions, and Strategies. With a primary focus on Nakapiripirit and Amudat Districts, alongside national-level initiatives, ACEMP drives sustainable development through effective project execution and stakeholder engagement. Job Summary
The Procurement and Administration Officer at ACEMP will manage procurement and logistics to ensure timely and compliant support for field activities in Karamoja and Uganda, while overseeing administrative tasks to ensure smooth office operations in line with organizational and donor policies.
Roles, Duties, and Responsibilities
Procurement Management
- Plan, organize, and execute procurement of goods, services, and works in compliance with organizational and donor procurement policies
- Collaborate with program and finance teams to develop and maintain an updated procurement plan
- Prepare and issue Requests for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs)
- Lead bid evaluation committees, provide bid analysis reports, and recommend contract awards
- Maintain an organized filing system for procurement documentation and audit trails
- Manage vendor prequalification, contract management, and vendor performance tracking
- Support staff and partners with procurement processes and capacity building
Supply Chain and Logistics
- Ensure cost-effective and accountable transportation and distribution of goods and materials for field activities
- Oversee fleet operations, including vehicle scheduling, motorcycle fuel and repairs, and driver supervision
- Manage stores and inventories, ensuring accurate stock records and timely material distribution
- Ensure logistical activities comply with organizational safety and environmental policies
- Maintain an updated asset register, ensuring assets are tagged, verified, and disposed of per policy
Office and Administration Management
- Oversee daily administrative tasks to ensure smooth and safe operations of the Karamoja field office
- Supervise office support staff (e.g., cleaners, guards, drivers) to ensure compliance with organizational policies
- Manage office leases, utilities, maintenance, and daily supplies (e.g., stationery, water, cleaning materials)
- Support staff travel and accommodation planning, including vehicle, hotel, and flight bookings
- Maintain updated records for visitors, service contracts, and office maintenance schedules
- Ensure constant availability and functionality of office equipment (e.g., printers, generators, communication systems)
- Assist in organizing field meetings, workshops, and events, securing venues and supplies
- Liaise with district officials, service providers, and partners on operational and administrative matters
Compliance and Reporting
- Ensure procurement, logistics, and administrative processes comply with donor regulations and local laws
- Prepare and submit monthly updates on procurement, logistics, and administrative activities
- Provide documentation to support internal and external audits and reviews
- Maintain confidentiality and integrity in handling organizational assets and information
- Collaborate with program, finance, and HR teams to coordinate operational needs
- Maintain effective communication with service providers
Qualifications, Education, and Competencies
- Bachelor’s degree in Business Administration, Logistics, Procurement and Supply Chain Management, or a related field
- Professional qualification in procurement (e.g., CIPS Level 4 or higher) is an advantage
- 3–5 years of experience in procurement, logistics, and administration in an NGO or donor-funded environment
- Knowledge of NGO operations and international donor compliance requirements
- Experience managing office operations, fleet, and assets in field-based settings
- Proficiency in Microsoft Office and experience with procurement tracking tools
- Excellent interpersonal, organizational, and communication skills
- High level of integrity, attention to detail, and ability to multitask under pressure
- Fluency in English (oral and written); knowledge of Ngakarimojong or other local languages is an advantage
