Job Summary

The HIV/TB Care and Treatment Specialist will coordinate and oversee cluster-based HIV and TB program operations, enhancing the quality, coverage, and outcomes of services at facility and community levels. The role involves empowering local authority (LA) health teams through training, on-the-job mentoring, and quality improvement (QI) initiatives to strengthen HIV and TB service delivery.

Roles, Duties, and Responsibilities

  • Offer technical support for the design, implementation, and evaluation of HIV and TB care programs, including Case Management, COT, Pediatric, and Adolescent HIV services
  • Collaborate with program supervisors and component advisors to support HIV/TB teams, including eMTCT-MCH Officers, HTS/Prevention Officers, Community Health Systems Strengthening Officers, Supply Chain Officers, and Care & Treatment Officers
  • Assist Supply Chain Officers, local governments, and facility teams in ensuring effective management of commodities supporting the HIV/TB 95-95-95 cascade
  • Participate in performance assessment meetings at regional, LA, cluster, and facility levels to monitor program progress and impact
  • Contribute to the development and review of LA’s annual work plans and budgets with technical input on HIV/TB, COT, and Case Management interventions
  • Collaborate with implementing partners at national and subnational levels to increase access to and impact of adult, pediatric, and adolescent HIV/TB services
  • Analyze data to support HIV/TB program planning, monitoring, and reporting
  • Strengthen LA and technical assistance teams’ capacity to support facilities in providing integrated HIV/TB and chronic care services aligned with Ministry of Health requirements
  • Implement QI methodologies to identify and address gaps in HIV/TB services
  • Develop and maintain a network of QI coaches at regional and LA levels to support facility improvements
  • Ensure timely and high-quality program reporting to meet donor, government, and organizational requirements
  • Collaborate with the Research Directorate to document best practices, conduct implementation science, and support abstract and manuscript development
  • Monitor and support the proper use of subgrants to achieve performance targets
  • Perform additional tasks as assigned by the supervisor

Qualifications, Education, and Skills

  • Bachelor’s degree in Medicine and Surgery (MBChB) or equivalent
  • Master’s degree in Public Health, HIV/AIDS, or TB Clinical Management (MPH preferred)
  • Minimum 5 years of progressively responsible experience in HIV/AIDS and TB clinical services and program implementation
  • Key Skills:
    • Strong technical expertise in HIV and TB program management and quality improvement methodologies
    • Ability to mentor and build capacity of healthcare teams
    • Excellent coordination, data analysis, and report writing skills
    • Ability to collaborate with diverse stakeholders at local and national levels
    • Strong leadership, interpersonal, and analytical skills
