Duties, Roles, and Responsibilities

1. Help, guidance, and compliance from the country office

Give nation programs remote technical support and quality assurance for starting projects, buying things worth a lot of money, filling gaps, supporting audits, and training. As the logistics and procurement focal point, give advice and technical leadership to Country Offices (COs), help COs get involved in global projects, and share information that is important. Add your knowledge of logistics and procurement to long-term tasks including operational planning reviews, proposal writing, annual plans and budgets, quarterly management reports, stock reconciliations, asset reviews, and fleet analysis. Help COs keep track of all their assets and equipment, including buying them, keeping track of them, reporting on them, getting rid of them, verifying them, and making sure they follow donor rules. Use in-country assessments and applicable management tools to lead regular reviews of CO logistics and procurement functions.

2. Help with the surge

Give functional leadership in emergency reaction situations, such as planning, budgeting, and carrying out emergency supply chain activities across several projects, working closely with Global Programs and surge teams. Plan the personnel quickly, including hiring, intense training, and helping with logistics, procurement, and administrative staff. In case of an emergency, you will coordinate and report on the activities of the Logistics Cluster and function as a civil-military liaison. Help with the technical side of overseas buying, shipping, and customs clearance for pharmaceuticals, medical supplies, imported items, and Gifts-in-Kind (GIK). Lead or oversee the quick scaling of procurement, which includes finding sourcing solutions, monitoring supply pipelines, signing contracts with suppliers, and working with finance and programs teams to reduce fraud and operational risk. Manage the inventory and warehouse for multiple projects, such as GIK management, temporary warehouses, transit hubs, contingency stock, and medical and non-medical donations.

3. Headquarters and Global Initiatives

Be the main point of contact for pharmaceutical management in the Global Logistics team, giving leadership, direction, and training. Lead or help with the creation and implementation of global logistics and procurement projects (for example, the Minimum Standards & Maturity Framework and readiness activities). Help the Logistics and Procurement Standards Specialist build logistics standards, global operations assessment tools, and other tools that go along with them. Help with GIK tasks including finding suppliers, improving processes, and managing inventory. Lead or help with the strategic purchasing of emergency response goods like medicines, vehicles, and working with humanitarian procurement centers. Help make training materials, rules, and procedures.

4. Other Tasks

Use volunteers wherever you can. Do any other tasks that are given to you.

Requirements, Education, and Skills

Schooling, licenses, and certifications Needed
A bachelor's degree in logistics, supply chain management, or a similar discipline. (Certification in humanitarian logistics or equivalent experience in humanitarian logistics may be accepted instead.) A valid passport. Driver's license that is still good.

Preferred
Certification in Medical Supply Chain Management. Qualifications or training courses that are relevant.

EXPERIENCE
At least five years of experience managing and leading medical supply chains in humanitarian settings. At least five years of experience managing emergency response supply chain functions at the country level, including first-wave disaster response. At least three years of experience starting and running donor-funded programs, with a thorough understanding of donor norms and restrictions. At least two years of experience helping with market and quick needs assessments and preparation for emergencies. A lot of experience in humanitarian work, preferably in more than one emergency and with more than one INGO. Have worked with an ERP (like Unit 4) or another IT solution for the supply chain.

KNOWLEDGE, SKILLS, AND ABILITIES
Finding and managing risks and fraud, including ways to reduce them. Technical knowledge in all areas of logistics and the supply chain, including as procurement, warehousing, fleet management, and distribution. Good knowledge of humanitarian ideals, how to respond to emergencies, and standards for protecting children. Commitment to diversity, gender equality, and equal opportunities.

Strong people skills and the ability to encourage, coach, and manage performance. Ability to use Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access) well. Knowledge about ERP systems. Good at negotiating with a range of methods. Skills for communicating and working together across cultures. Able to handle projects and organize things well; focused on results and able to make decisions when things are unclear. Good leadership in settings that are complicated, stressful, and change quickly. Ability to travel to other countries, including the U.S., up to 50% of the time. Ability to cooperate with others in teams. Being dedicated to Medical Teams International's Calling Statement and Core Values.
