Human Capital Business Solutions Ltd is a boutique HR advisory firm with headquarters in Uganda and a country office in Tanzania specializing in strategic HR consulting talent acquisition and development risk management and business process outsourcing The Learning Training and Development Manager will be based in Kampala and responsible for shaping and executing the organization Learning and Development strategies to ensure competencies align with the client long term growth goals in the manufacturing sector
Main Duties and Responsibilities
Strategic Focus on Learning and Development
Interrogates business unit plan and compares essential skills needed to current levels to identify strategic focus areas and training needs aligned with organizational goals
Building Infrastructure for Learning and Development
Leads building of development infrastructure including career paths competence frameworks competency definition curricula design and critical learning interventions and systems
Enables a learning culture through optimal learning methods and assessments
Aligns Learning and Development processes practices frameworks and tools with Group Office standards
Builds and maintains partnerships with external partners like schools and universities
Creates and implements effective Learning and Development measures to drive business unit performance
Developing Skills
Sources business unit specific learning solutions in partnership with functional leaders and experts
Runs leadership programs to develop leaders at all levels with required skills and competencies
Ensures integration of talent management performance management and Learning and Development for optimal organizational and individual growth
Aligns sector scarce skills priorities with business needs for pipeline creation
Governance
Ensures legislative and governance compliance in all aspects of Learning and Development
Talent Development
Coordinates emerging talent programs including Graduate Trainee program
Tracks and monitors career pathways for talent within the firm
Supports Top Talent and High Potentials initiatives
Budget and Procurement Responsibility
Manages budget for Learning Training and Development and staff services as approved
Handles procurement of Learning Training and Development services within budget
Human Resource Administration Responsibilities
Manages leave canteen time and attendance
Provides HR support to service centers
Undertakes additional duties as assigned
Qualifications Experience and Skills

Degree in Human Resource Management or related field in humanities Post Graduate Diploma or Masters degree in Human Resource Management is a plus
Professional Membership
Member of Human Resource Managers Association of Uganda HRMAU
General Work Experience
Five or more years of work experience in large organizations
Specific Experience
Five or more years of Learning and Development experience at a supervisory level in the manufacturing industry
