Job Purpose

To oversee procurement processes, ensuring compliance with legal frameworks (PPDA Act, donor regulations), achieving value for money, and timely delivery of goods, services, and works to support Uganda's railway development.

Key Responsibilities

Area	Responsibilities
Procurement Planning	Develop and monitor procurement/disposal plans aligned with organizational goals
Tendering Process	Lead PPDA and donor-funded tendering processes, prepare bidding documents
Compliance	Ensure adherence to PPDA regulations and donor requirements
Stakeholder Management	Conduct pre-bid meetings and guide stakeholders through procurement processes
Reporting	Prepare monthly procurement reports and track expenditures

Qualifications & Requirements

Category	Requirements
Education	Bachelor's Degree in Procurement, Business Administration, Commerce or related field Master's Degree in Procurement, Economics or Project Management (added advantage)
Professional	Member of IPPU or CIPS (MCIPS) Certificate in Contract Management (added advantage)
Experience	6+ years in public sector procurement 3+ years as Procurement Officer Experience with high-value contracts and donor-funded projects
Other	Age limit: Below 45 years Strong computer skills and procurement systems knowledge
