Job Summary
The Transport Manager at True North Consult will oversee fleet operations, ensuring timely and efficient delivery services across Uganda and the East African region. Reporting to the relevant authority, the role involves managing a team of drivers, workshop staff, and subcontractors, optimizing logistics services, and maintaining high standards of service quality and cost efficiency. The position requires strategic alignment with market demands, effective communication with clients, and robust operational management to achieve organizational goals.
Duties, Roles, and Responsibilities
Fleet and Operations Management
- Ensure all matters concerning the fleet are handled on time both within the Workshop and Upcountry to ensure maximum turnaround
- Manage the team (N-1) including Fleet drivers, Workshop, and Subcontracted Transport
- Inform N-1 of the entity strategy/evolutions and communicate required alignments
- Build and adapt the logistics services offer according to market situation or anticipation, organizational capacity, profitability, and associated risk level in coordination with Sales department and General Management
- Monitor quality of service of the Uganda fleet to achieve budget targets (Kenya/EDRC/South Sudan) using KPIs based on number of trips, containers delivered on time, and trips per available truck
- Manage operational relationships with AGL Internal Departments or direct clients
- Receive instructions from clients (internal or external) prior to cargo delivery or collection, mainly for Aid & Relief clients
- Inform clients of delivery/collection status and alert them to operational issues (potential or real)
- Drive deliveries for vehicle service while controlling overheads and Workshop costs
- Prepare/validate operations planning based on cargo delivery/collection requests and inform COMs and FOPs
- Track the fleet via central GPS system and ensure optimization of mobilized means
- Organize and control documentation transmission: Delivery proof (POD, RCN) to COM units and interchange to container Logistics Manager
- Liaise with QHSE for audit-recommended actions implementation
- Analyze and focus on staff costs: casuals, extra work
- Monitor and challenge workshop costs: gas, oil, tires, etc.
- Implement options to decrease costs (e.g., driver training, road selection)
- Report operational issues (including cargo) to COMs/FOPs in charge
- Request instructions for arbitrations between cargo deliveries
- Alert N+1 and sales department of quotations non-compliant with COM goals (gross margin, turnover, feasibility)
- Identify and address issues raised during file processing, within or outside responsibility scope
Subcontracted Transport
- Receive work orders from internal departments and generate JMP accordingly for subcontracted transport
- Provide subcontracted transport for internal and external needs, emphasizing service delivery, profitability, and cost control
- Select authorized subcontractors, submitting risky profiles (limited means, weak financial situation, competitors) to COO for validation
- Ensure all subcontract trucks fulfill contractual obligations in performance and safety
- Liaise closely with the Transport Department as the first-choice transporter for all company delivery needs
- Collect and distribute signed Waybills and empty interchange reports
- Provide daily clear tracking reports to all internal or external clients as agreed
- Negotiate the best rates and provide effective solutions for efficient transport provision
- Ensure all engaged transporters have a signed transport agreement with BTL and adequate Goods in Transit license per Group Policy
- Monitor department cost levels to protect the Group’s interests at all times
Workshop Management
- Manage and distribute day-to-day workshop administration activities, including procurement, stock management/control, job planning, and preventive maintenance scheduling
- Coordinate workshop daily meetings with the Workshop Administrator and foremen to plan activities and address issues
- Supervise utilization of workshop software management systems (e.g., MAXIMO), ensuring timely and accurate data entry
- Conduct regular stock takes (quarterly minimum) with Finance, reconcile physical and system records, analyze discrepancies, and provide corrective action plans
- Manage procurement of spare parts, tires, oil, and lubes, taking direct ownership of international procurement to ensure best price without compromising quality
- Control and account for all LPO books issued to the workshop
- Manage and control the petty cash float issued to the workshop
- Conduct regular benchmarking to assess spare parts prices, select best vendors through a compliant process, and negotiate favorable credit terms
- Prepare weekly, monthly, and quarterly reports as per management requirements
- Act as the Super-User of workshop software management tools (e.g., MAXIMO)
- Assist in preparing SOPs to reinforce controls/security measures, reduce expenses, and improve workflow in the workshop
- Monitor and analyze discrepancies/anomalies such as cost per unit and spare parts prices
Qualifications, Education, and Competencies
- Minimum – Degree in Business Administration, Supply Chain Management, or equivalent
- At least 5 years’ experience in running a fleet of more than 25 trucks
- Local knowledge of the East African Region
- Good knowledge of Microsoft Office
- Experience in using Fleet Management Software (ideally Telematix)
