Job Summary

The Network & Security Engineer is a critical role responsible for the strategic planning implementation and ongoing maintenance of C-CARE Uganda's entire network infrastructure.  The primary objective is to ensure a secure high-performance and reliable network environment that supports business continuity defends against cyber threats and provides seamless connectivity across all healthcare facilities.

Key Responsibilities

Network Infrastructure Management

• Design configure and maintain local and wide-area networks (LAN/WAN) including routers switches firewalls and wireless access points across all organizational sites
• Implement and manage network segmentation VLANs and secure remote access solutions like VPNs to protect sensitive data

Cybersecurity & Threat Defense

• Continuously monitor network traffic for suspicious activity and manage security systems including firewalls intrusion detection/prevention systems (IDS/IPS)
• Lead the response to security incidents and enforce robust security protocols such as Multi-Factor Authentication (MFA) and endpoint security
• Conduct regular vulnerability assessments manage patch deployments and remediate identified security gaps

Performance Monitoring & Optimization

• Use advanced monitoring tools (e.g. PRTG FortiAnalyzer) to ensure optimal network performance availability and uptime
• Design and implement high-availability (HA) and disaster recovery solutions to ensure fault tolerance and backup connectivity

Compliance & Documentation

• Ensure that all network and security policies comply with relevant data protection regulations (e.g. HIPAA for healthcare data)
• Maintain detailed documentation of network configurations topologies and all changes
• Actively participate in internal and external IT audits

Technical Support & Collaboration

• Provide Level 2 and 3 support for complex network and security issues escalated from the helpdesk
• Collaborate with other IT teams (applications infrastructure) on project deployments and incident resolution
• Contribute to business continuity and disaster recovery planning efforts

Planning & Organizing Duties

• Monthly: Review firewall logs IPS alerts execute patching schedules and check bandwidth utilization
• Quarterly: Perform vulnerability scans conduct disaster recovery drills and validate configuration backups
• Annually: Review security policies and plan for infrastructure refreshes
• Long-Term (2-3 years): Develop an upgrade roadmap for network and cybersecurity hardware/software

Qualifications and Experience

Required Skills & Competencies

Technical Skills

• Expertise in networking protocols (TCP/IP DNS DHCP) and technologies (VLANs OSPF/BGP routing VPNs)
• Proficiency with Fortinet Cisco or similar network security platforms
• Working knowledge of SIEM systems Network Access Control (NAC) and endpoint security tools
