Job Summary

The Program Design Officer will be in charge of planning and allocating project resources in a way that is both cost-effective and efficient. This will help raise the income and productivity of households in RTV partner areas Last-mile communities need project designs that are both cost-effective and focused on making a difference in order to get out of extreme poverty.

 This job is really important for making this happen The Program Design Officer will also be in charge of research and innovation to help projects learn from their mistakes and make them better

Duties, Roles, and Responsibilities

Designing and Developing Programs for Specific Countries

  • Be in charge of designing and changing RTV's programming so that they meet the demands of the local community, the rules of the country, and the expectations of donors
  • Create program models that are founded on evidence, focused on results, can be scaled up, and can adapt to the problems that each country faces
  • Make sure that program designs include gender-sensitive, inclusive, and climate-resilient approaches where they are needed
  • Write up extensive design documentation, reasoning frameworks, and procedures for putting recommended interventions into action

Working Together with Technical Leads and Teams from Different Areas

  • Work closely with technical leads (for example, Agriculture, WASH, Health, Livelihoods) to make sure that designs include best practices and programmatic standards
  • Work with the Monitoring, Evaluation, and Learning (MEL) teams to make sure that program designs include frameworks for measuring impact
  • Work with national teams to make sure the transition from design to implementation goes smoothly by giving them the technical help and support they need

Engagement and Adaptation of Stakeholders

  • Work with local governments, community leaders, and civil society groups to make sure that program designs reflect what the community wants
  • Attend meetings and workshops where people can give their opinions and help improve program ideas depending on changing needs
  • Work with grant and donor teams to make sure that program proposals meet the needs of the financing and the aims of the organization

Increasing and Coming Up with New Ideas

  • Help create program models that can be scaled up and work in different parts of the country
  • Find and suggest new ways to improve the effectiveness and long-term viability of the program
  • Write down what you learnt and what worked best so that you can use that information in future program versions

Following the Rules and Reporting

  • Make sure that all program designs follow the rules set by the government and the donor
  • Give the Regional Coordinator and other interested parties regular updates on how the design is doing
  • Help in the creation of proposals by giving technical feedback and design

Qualifications, Education, and Skills

RequirementDetails
EducationA bachelor's degree in an area relevant to statistics, economics, quantitative economics, mathematics, population studies, or a similar field

Other Qualifications and Skills: 
2–3 years of experience in the development sector designing, developing, or coordinating technical programs

A deep awareness of how social and economic factors work in each country, as well as the policies and tactics for getting people involved in their communities 
Good at using Microsoft programs, notably Excel, VBA, Word, and PPT

Has worked in sectors like agriculture, water, sanitation, health, and livelihoods 
Ability to build logical frameworks, impact routes, and programmatic plans 
Knowing what donors want and how to write proposals that meet their needs

Good at analyzing, solving problems, and making decisions 
Great written and spoken communication abilities 
Being able to read and write Kiswahili or French is a plus

Technical Knowledge: Knowing the best ways to do things in RTV's main areas of focus, which are agriculture, WASH, health, and livelihoods
