Project Overview
The Ultra-Poor Graduation (UPG) initiative aims to lift 3,300 extremely poor families in Eastern Uganda out of extreme poverty by promoting sustainable livelihoods, resilience, and community engagement. Using BRAC’s proven UPG approach, the program provides comprehensive support, including access to social services, empowerment, and gender equality, enabling families to build assets, improve food security, increase savings, and integrate into local markets and communities for long-term poverty alleviation.
Job Summary
The Technical Specialist for Ultra Poor Graduation (UPG) will report to the Project Manager for Scaling Graduation in Peri-Urban Areas, overseeing field operations to ensure high-quality and effective program delivery. This role involves managing project interventions, providing technical and operational guidance, coaching field staff, and promoting gender-sensitive and inclusive approaches. The Specialist will document lessons learned, drive innovation, and continuously improve project strategies and delivery.
Roles, Duties, and Responsibilities
- Lead participant targeting, livelihood selection, training, and asset transfers to ensure effective enrollment and support for project participants
- Ensure high-quality execution of program components, including community mobilization, coaching, and Village Savings and Loan Association (VSLA) activities, to facilitate sustainable graduation from extreme poverty
- Document field lessons, identify opportunities for innovation, and adapt project strategies for greater effectiveness and local relevance
- Conduct regular field visits to identify challenges, assess risks, and provide timely solutions to enhance program performance
- Facilitate collaboration and communication between the Project Manager and field teams for smooth project execution
- Maintain accurate documentation, update Management Information Systems (MIS), and ensure precise financial reporting, collaborating with Monitoring & Learning, Grants, Finance, and Communications departments for data-driven decisions
- Strengthen partnerships with internal and external stakeholders to promote collaboration and optimize resources
- Enhance the technical, operational, and leadership skills of project staff through targeted training, coaching, and mentoring
- Support resource mobilization by developing proposals, documenting impact stories, and sharing lessons learned to engage donors and partners
- Ensure the safety of team members and program participants from harm, abuse, neglect, harassment, and exploitation, promoting BRAC’s safeguarding policies and reporting protocols
Qualifications, Education, and Skills
- Master’s degree in Agribusiness, Agriculture, Animal Production, Development Studies, Business Administration, Social Sciences, or a related field
- Minimum 10 years of experience in program design and execution, particularly in Graduation and Livelihood Development programs, preferably within an NGO environment
- Deep understanding of poverty dynamics, community structures, and cultural contexts
- Proven ability to oversee and implement projects
- Advanced leadership and people management skills
- Strong financial management and analytical skills
- Excellent decision-making and problem-solving abilities
- Effective communication, team-building, and conflict resolution skills
- High proficiency in gender sensitivity and inclusivity
- Strong report writing, documentation, and data-driven learning skills
Safeguarding Responsibilities
- Ensure the safety of all team members and program participants from harm, abuse, neglect, harassment, and exploitation
- Support and promote BRAC’s safeguarding policies and practices in all activities
- Serve as a key resource for team compliance with safeguarding protocols
- Adhere to and promote immediate reporting of safeguarding issues
