Job Summary
The Commissioning Instrument and Control Specialist (TIL) at McDermott will assist the Commissioning Instrument Superintendent in executing safe and efficient pre-commissioning, commissioning, start-up, and performance testing for the Tilenga Project’s Central Processing Facility in Uganda. The role focuses on instrument and control activities, ensuring compliance with the Commissioning Execution Plan.
Roles, Duties, and Responsibilities
- Collaborate within the project team and with the client to maintain positive relationships
- Supervise pre-commissioning activities for instrument equipment, including pre-energization checks and repair/refurbishment during commissioning and operations
- Supervise commissioning activities on instrumented systems and equipment packages for test runs and performance tests
- Execute the Loop Testing program in the assigned area
- Record completion of instrument/control activities and ensure records are passed to the Systems Completion team for database entry
- Participate in walkdown inspections, punch listing, and clearing/reinstatement of instrument systems
- Plan daily activities based on schedule, procedures, and available work fronts
- Coordinate with the E&I subcontractor for all pre-commissioning activities
- Ensure issuance of Permits to Work (PTW) and Job Safety Analysis for instrument commissioning activities
- Coordinate with equipment manufacturers and suppliers for instrument pre-commissioning, commissioning, and repair procedures
- Assist in vendor coordination for Site Acceptance Tests (SATs) and initial start-up
- Supervise safe and effective utilization of materials, equipment, and personnel in the instrument/control team
- Ensure quality and quantity of work performed by the instrument/control team
- Redline as-built instrument drawings for pre-commissioning and commissioning in compliance with project procedures
- Comply with company policies, procedures, and safe working practices
Qualifications, Education, and Competencies
- Preferably a diploma in Engineering or similar
- Minimum of 5 years’ experience within a contractor organization as a commissioning instrument supervisor/specialist
- Pre-commissioning, commissioning, and start-up experience on at least 3 major EPC projects in the refinery, oil, and gas industry
- Preferred experience with Fire & Gas Detection, MMS, LDS, Analyser & Sampling, Tank Gauging, and HIPS
- Knowledge of Distributed Control Systems, Emergency Shutdown Systems, Fire and Gas, and Programmable Logic Controllers is highly desirable
- Experience with large rotating machinery equipment packages (e.g., turbines, pumps, compressors)
- Broad technical knowledge of construction and completion activities
- Preferred knowledge of Completions Management System
- Knowledge of OPERCOM and ICAPS on a large oil and gas project is a plus
- Ability to communicate technical solutions and concepts to engineers and non-engineers
- Strong computer skills in MS Word, Excel, and PowerPoint as a minimum
- Strong English communication skills (oral and written); second language is a plus
