Job Description

The job title is Estates Officer.

A brief description of the job:

Our customer is a government-owned company that makes electricity for use in Uganda and sells it to other countries nearby.

The organization has the vital responsibility of making sure that energy is available in a way that is beneficial for the environment and helps the economy flourish. This is done by working on a number of initiatives, like developing hydroelectric power stations and other projects that employ renewable energy.

The Estates Officer is in charge of taking care of the organization's land, estates, buildings, property, and civil infrastructure. This means making sure that the assets are in good shape and that the property and civil infrastructure portfolio is maintained in the best way possible to keep costs down while still following all the rules.

This job reports directly to the Head of Estates and Administration and is in charge of the whole lifetime of an operation, from planning to building to running it to collecting data to setting up effective systems for managing property and assets.

The Estates Officer ensures sure that the company follows all the standards and best practices that pertain to it. This makes it easy for anyone to find crucial historical and present information that the organization needs to do its job.

Roles, Duties, and Responsibilities

  • Check on the state of infrastructure assets on a regular basis, analyze the data, and see how the infrastructure is used and cared for.
  • Teach people how to keep civic infrastructure, property, estates, and amenities running and in good shape in a way that is good for the environment.
  • Make strategies, rules, procedures, and projects to keep estates and buildings in good shape.
  • Risk assessment and risk reduction for the Estates and Administration business chain.
  • Make Bills of Quantities, technical specifications, and advice on Estates developments that follow the rules set by the Administration and the Engineering Standards.
  • When managing all outsourced estates, facilities, civil infrastructure, property operations, and maintenance contracts, make sure to follow best practices and the Engineering standards.
  • When you are actively watching over and taking care of estates, facilities, land, and properties, make sure to follow the company's Administration principles and best practices.
  • According to the norms and standards defined by Estates and Administration, check and rate how well the company takes care of and uses its utilities, estates, and facilities.
  • Keep the Estates and Administration infrastructure systems in good shape by doing regular maintenance. Also, produce status reports and a database of repair needs to help with planning and forecasting.
  • Make and get ready drawing layouts to go along with contracts; make BOQs, TORs, and specifications to go with the solicitation forms; and execute appraisals.
  • examine the quality and quantity of work and advise payments; examine shop drawings; check and suggest materials; check variations; set up the final account for projects; and review the execution of contracts.
  • Make sure that the Estates and Administration facilities, infrastructure, and buildings that the company wants to rent match the standards.
  • Keep an up-to-date record of tenancies, assigned buildings, assets, and estates management, including their maintenance and allocation periods, in line with best practices and recommendations.
  • Make infrastructure work better by coming up with new ideas, methodologies, and IT solutions that follow regulations for estates and administration.
  • Managing estates and facilities means working with a lot of different people.
  • Make sure that all civil works contractors stick to the designs and specifications.
  • Help the Estates Department design, review, and carry out initiatives.
  • Any more jobs that might come up from time to time.

Qualifications, Education and Competencies

A Bachelor of Science degree in Civil Engineering or a related field, or a certificate from a reputable institution.

It helps to have a master's degree in project planning and management, contract management, or facilities management.

At least three years of engineering experience with a well-known organization that is related to the job

A excellent understanding of managing estates and building and civil engineering projects

A thorough grasp of crucial statutes including the Engineering Act, the PPDA Act, and others

Knowledge of Uganda's National Land Policy and Land Act; experience managing large civil works or building projects

Skills and abilities:

  • In addition to the above-mentioned educational and job experience requirements
  • Showed that they could make a deal
  • Good at making plans and putting things in order
  • Good in figuring things out and solving difficulties
  • A high level of honesty and good people skills
  • Writing skills for reports
  • Ability to work together and coordinate
