Job Summary
The Human Resource Officer at Q-Sourcing Limited will support all HR processes for a manufacturing client in Mbarara, including recruitment, training, payroll, performance management, and HR reporting. This role ensures smooth people operations, policy compliance, and a positive employee experience, aligning with best practices and organizational goals.
Roles, Duties, and Responsibilities
Talent and Performance Management
- Coordinate and monitor performance management processes with HR Business Partners (HRBPs)
- Assist line managers with performance reviews, ensuring adherence to corporate policies
- Monitor and report on performance trends and improvements
Learning and Development
- Plan and organize workshops, training programs, and skill-enhancing activities
- Manage training logistics and ensure timely execution of development initiatives
Employee Relations and Compliance
- Advise line managers on handling grievances, discipline, and conflicts
- Maintain confidentiality and ensure compliance with Ugandan labor laws and internal HR policies
- Participate in disciplinary processes and monitor employee relations
Recruitment and Onboarding
- Collaborate with HRBPs and external agencies to identify staffing needs
- Manage interview logistics, job offers, and onboarding processes
- Ensure accurate preparation and issuance of contracts, offer letters, and tools of trade
HR Administration and Record-Keeping
- Maintain and update accurate employee records and HR databases
- Manage probation periods, contract extensions, and employee exits
- Prepare key HR documents, including transfer letters, confirmations, and resignation letters
Payroll Accuracy
- Coordinate with department heads to consolidate monthly payroll data
- Verify payroll changes and ensure complete documentation before submission to Finance
HR Data Management and Reporting
- Coordinate timely, accurate, and actionable monthly HR reports
- Conduct regular data audits to enhance report quality and process efficiency
- Train the HR team on data management systems and reporting protocols
Health, Safety, and Compliance
- Collaborate with the Safety Department to support Occupational Safety and Health (OSHA) initiatives
- Ensure compliance with company and regulatory safety standards
Employee Experience
- Support initiatives to enhance employee engagement and satisfaction
- Assist with staff surveys and ensure feedback is actioned
Stakeholder Management
- Maintain strong relationships with internal departments, external service providers, and outsourced HR partners
- Liaise with pension administrators, insurance providers, and medical service partners
Qualifications, Education, and Competencies
- Bachelor’s degree in Human Resource Management, Business Administration, or a related field
- 2–3 years of relevant HR experience in a dynamic business environment
- Membership in a recognized HR body, such as the Human Resource Managers’ Association of Uganda (HRMAU), is an advantage
- Strong understanding of Ugandan labor laws and the Employment Act
- Proven expertise in HR functions, including recruitment, payroll, training, and employee relations
- Proficiency in MS Office and HR Information Systems (HRIS)
- Excellent communication and interpersonal skills
- High integrity and ability to maintain confidentiality
- Strong organizational and time-management skills
- Critical thinking and problem-solving abilities
- Attention to detail and accuracy in reporting
- Collaborative, adaptable, and proactive approach
