Job Summary:
The Procurement Assistant will work with the Procurement Manager to put in place processes and rules that will help all of FHI 360's Uganda office's buying operations. This job helps the organization and donors get the materials and services they need, which helps development programs run smoothly.

Main Duties and Responsibilities:
- Help EpiC Uganda and STRIDES Uganda initiatives buy things;
- Take part in contract negotiations and keep an eye on delivery to make sure it meets specifications;
- Use FHI 360's procurement rules and procedures for operations in Uganda
- Plan, coordinate, and support central procurement activities such storage and delivery.
- Conduct tendering, evaluation, placement, and monitoring of procurement activities.
- Make sure that the organization's procedures are being followed during the procurement process
- Set up formal bids and requests for proposals (RFPs)
- Go over and improve specifications, terms, and schedules
- Make specifications and look at bids to give management advice
- Follow donor purchasing rules and budgets for buying things
- Ask vendors for and negotiate reasonable prices
- Keep improving the procurement process all the time
- Keep detailed records of all procurement activities
- Make sure that Ugandan public procurement regulations are followed
- Help manage relationships with vendors
- Handle purchase orders and keep track of delivery
Skills and Qualifications:
- A BS or BA in procurement or a comparable discipline
- At least three years of relevant procurement experience
- Knowledge of Ugandan laws of public procurement
- Understanding of US Government rules for donors
- Experience with NGO procurement (desirable)
- Good at communicating well in English
- Good at using Microsoft Office apps
- Good at thinking critically and solving problems
- Ability to persuade and bargain well
- Knowledge of logistics and procurement norms
- Knowing how to handle a budget and a contract
- Being honest and following the rules
- Paying attention to details and being accurate
- The capacity to manage time and organize things
- The ability to work well with others
- The ability to change priorities as needed
Requirements for Technology:
- Able to use personal computers and office equipment well
- Knowledge of Microsoft Office 365 and SharePoint
- Knowledge of platforms for virtual meetings
- Knowledge of mobile technology
Physical Requirements:
- Working in an office
- Spending a lot of time in front of a computer screen
- Doing the same thing over and over on the keyboard
- Sitting and standing for lengthy amounts of time
- Lifting things that weigh up to 5 pounds every now and then
- Travel within the country (10–25%)
