Job Description

Reporting to the EpiC Uganda Technical Director, the Senior Technical Specialist will lead all HRH activities under the project

This includes providing high-level technical assistance to government institutions, supporting the development and implementation of national HRH plans, and managing the transition of project-supported staff into government payroll structures for sustainability.

The role demands close collaboration with the MOH, Health Service Commission, Public Service Commission, and District Service Commissions to integrate HRH plans into national and local government budgeting and planning cycles.

 A major focus will be on strengthening the use of the Integrated Human Resource Information System (iHRIS) for effective workforce planning, recruitment, deployment, and monitoring. 

 The Specialist will also support project workplan and budget development, lead technical reporting on HRH components, ensure quality assurance, and guarantee alignment with FHI 360 standards and donor expectations

Duties, Roles and Responsibilities

  • Lead technical support for the MOH’s HRH absorption plan, including cadre prioritization and wage bill analysis
  • Collaborate with national and district service commissions to facilitate staff integration into the government payroll for FY2026/2027
  • Strengthen the utilization of iHRIS for strategic workforce planning, recruitment, deployment, and performance monitoring
  • Coordinate the transition of PEPFAR-supported staff into government and faith-based facility structures
  • Support HRH governance and workforce planning with the MOH and decentralized local governments
  • Develop and monitor the EpiC project’s HRH-related workplans and budgets
  • Prepare and review high-quality technical reports on all HRH activities
  • Contribute to HRH-related quality assurance and continuous improvement initiatives
  • Support the documentation of lessons learned and their integration into ongoing program improvement
  • Travel extensively to project regions (Acholi, Ankole, Lango, Kigezi, East, East-Central, and Karamoja) to oversee HRH activities

Qualifications and Experience

EducationA Master’s degree in Public Health, Human Resources for Health, Health Systems Management, or a related field (or international equivalent)
Experience

At least 6 years of experience in HRH management and health systems strengthening in Uganda 

Must possess strong knowledge of Uganda’s health system, HRH financing, and HIV service delivery protocols 

Experience in HIV/PEPFAR program design, implementation, and monitoring is essential 

Prior work with NGOs implementing USG-funded programs is required Proven ability to collaborate effectively with the MOH and other government counterparts is critical

Competencies

  • Excellent analytical, reporting, and presentation skills
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) is required
  • Strong organizational and time management skills, with the ability to meet tight deadlines
  • Ability to work independently with minimal supervision
  • Written and oral fluency in English is mandatory
