Job Description

The Senior Technical Advisor for Strategic Information (SI) will lead the design, development, and implementation of all SI and M&E frameworks for HIV and TB activities under the EpiC Uganda project 

This senior role encompasses supporting data management and reporting systems at both facility and community levels, ensuring compliance with donor and national requirements, and guiding the project team in the use of data for performance improvement and strategic decision-making.

The Advisor will supervise the SI staff, coordinate with the Ministry of Health, decentralized local governments, and other stakeholders, and ensure the timely and accurate reporting of data to donors.

 A significant part of the role is to strengthen SI capacity across the project and among partners through targeted training, mentorship, and technical assistance 

The Advisor will also contribute to sustainability efforts in human resources for health and laboratory systems from an SI perspective

Duties, Roles and Responsibilities

• Provide leadership in the design and implementation of robust SI/M&E systems in line with donor and national standards
• Develop and regularly update the project M&E plan, tools, SOPs, and guidelines
• Oversee all project SI activities, timelines, and budgets
• Ensure the accurate, complete, and timely reporting of HIV/TB program data
• Conduct advanced data analyses and prepare high-quality reports for donors, government, and other stakeholders
• Support the Ministry of Health and local governments with high-level SI technical assistance
• Strengthen the capacity of staff and partners in data management, analysis, visualization, and use for decision-making
• Manage the project's data uploads to national systems (EMR, DHIS2, DATIM, and iCHIS)
• Supervise and mentor SI staff, ensuring efficient workflow and optimal resource use
• Represent FHI 360 authoritatively in technical forums and stakeholder engagements
• Contribute to knowledge sharing, lessons learned, and the documentation of programmatic impact
• Ensure compliance with FHI 360’s safeguarding, ethical, and code of conduct policies

Qualifications and Experience

Competencies

• Strong technical knowledge of HIV/TB SI, M&E systems, and national reporting standards
• Ability to manage projects, set priorities, and deliver within timelines
• Excellent problem-solving, analytical, and communication skills
• Ability to work effectively with diverse teams across cultures
• Fluency in English is required
• Strong leadership and supervisory skills are essential
