The Senior Technical Advisor for Strategic Information (SI) will lead the design, development, and implementation of all SI and M&E frameworks for HIV and TB activities under the EpiC Uganda project
This senior role encompasses supporting data management and reporting systems at both facility and community levels, ensuring compliance with donor and national requirements, and guiding the project team in the use of data for performance improvement and strategic decision-making.
The Advisor will supervise the SI staff, coordinate with the Ministry of Health, decentralized local governments, and other stakeholders, and ensure the timely and accurate reporting of data to donors.
A significant part of the role is to strengthen SI capacity across the project and among partners through targeted training, mentorship, and technical assistance
The Advisor will also contribute to sustainability efforts in human resources for health and laboratory systems from an SI perspective

Education | A Master’s degree in Public Health, Epidemiology, Biostatistics, Health Informatics, Monitoring & Evaluation, or a related field A postgraduate qualification in M&E is an added advantage Project Management training is preferred |
Experience | At least 8 years of senior-level experience in SI/M&E for large HIV/TB programs Proven experience providing SI technical assistance and capacity building to USG/PEPFAR-funded projects is essential. Strong familiarity with Uganda’s electronic medical records (EMR), DHIS2, DATIM, and iCHIS is required Experience working in NGOs and multi-stakeholder health programs is necessary Demonstrated expertise in data analytics, visualization, and reporting is critical |
