Job Description

The Procurement Manager will hold a critical leadership role, responsible for managing the full spectrum of procurement activities for FHI 360's projects in Uganda. This includes strategic procurement planning, conducting complex contract negotiations, managing supplier relationships, and ensuring stringent compliance with all relevant regulations.

 The Manager will act as a central coordinator, working closely with finance and administration teams to facilitate timely vendor payments and maintain a complete, transparent, and auditable procurement record-keeping system.

 A key aspect of the role involves building internal capacity by providing comprehensive procurement training to staff, ensuring widespread understanding and adherence to procedures.  The Manager is also tasked with continuously monitoring market conditions to inform strategic sourcing decisions.

 Maintaining up-to-date procurement trackers and preparing regular reports for management will be essential for accountability and performance tracking.

The overarching responsibility is to ensure all procurement actions strictly comply with Uganda’s national procurement laws and specific USG donor requirements, while promoting efficient, ethical, and cost-effective practices across the organization

Duties, Roles and Responsibilities

  • Implement and maintain FHI 360 Uganda’s internal procurement policies while ensuring strict adherence to all donor-specific regulations
  • Manage the end-to-end procurement of a wide range of goods and services, including critical items such as pharmaceuticals, medical equipment, ICT solutions, and office supplies
  • Coordinate proactively with finance, administration, and program staff to ensure timely processing of vendor payments and that all supporting documentation is accurate and complete
  • Ensure all procurement processes are transparent, responsive, competitive, and fully compliant with organizational and donor guidelines
  • Develop comprehensive logistics plans, budgets, and standard operating procedures designed to maximize operational efficiency and cost-effectiveness
  • Build and maintain professional, strategic relationships with suppliers while continuously monitoring market conditions and price trends
  • Manage and update detailed procurement trackers and prepare regular, insightful procurement reports for senior management
  • Provide essential procurement training and ongoing support to staff across the organization to ensure a high level of compliance with regulations
  • Liaise directly with the accounting department to guarantee timely payments to vendors and ensure accurate monthly financial reconciliations
  • Supervise, mentor, and support the professional growth of procurement staff within the department
  • Perform any other procurement-related tasks as assigned by management

Qualifications and Experience

Education

A Bachelor’s degree in Business Administration, Procurement, 

Supply Chain Management, or a closely related field from a recognized institution.

A professional procurement certification such as CIPS (Chartered Institute of 

Procurement & Supply) or its equivalent is mandatory 

Additional qualifications in procurement or business management are a distinct advantage

Experience

A minimum of 10 years of progressive experience in procurement and supply chain management 

Demonstrated, hands-on knowledge of Uganda’s public procurement laws (PPDA) and USG donor regulations is essential 

Prior work experience in an NGO setting is highly preferred, as are proven staff management and leadership skills

Competencies

  • Must possess strong knowledge of international procurement and logistics standards
  • Excellent problem-solving, critical thinking, and negotiation skills are required
  • The candidate must demonstrate the ability to manage budgets, adhere to strict timelines, and effectively manage staff performance
  • Strong oral and written communication skills are crucial
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and collaboration tools like SharePoint/Teams is expected
  • Fluency in English, both written and spoken, is mandatory
