The Makerere University Business School (MUBS) is looking for a School Bursar who will be in charge of the school's finances
This senior leadership position is in charge of giving the School's financial management planning and operations strategic direction and oversight. The Bursar will be in charge of making financial plans making sure that all national and international financial rules and regulations are followed and giving the Principal and Council advice on fiscal policy investments and long-term financial health
This job requires a leader with a lot of financial knowledge and a lot of integrity who can handle the complicated economics of a large public university
Roles and Responsibilities / Main Duties
Financial Strategy: Make and carry out financial plans policies and strategies that are in line with the School's Strategic Plan
Budgeting: Make combine and keep an eye on the institution's budgets and work plans
Financial Control: Make sure that revenue management spending control and internal controls are strong and follow the Public Finance Management Act (PFMA) IFMIS and international accounting standards
Reporting and Audit: Make sure that Council Government and development partners get accurate and on-time financial statements and reports Make sure that all audits both inside and outside the company are done
Advisory Role: Give the Principal and Council advice on financial policies managing financial risks and investment opportunities
Team Leadership: Oversee lead and evaluate the staff in the Bursar's department
Digital Transformation: Encourage the use of digital finance management tools (like ERP and IFMIS) to make things more efficient and open
Academic Qualifications
Qualification
An Honors Bachelor's Degree in Accounting Finance Business Administration or Commerce (with a focus on Accounting/Finance)
A Master's degree in accounting finance business administration or a similar discipline
A full professional accounting qualification such ACCA CPA or CIMA
You have to be an active member of the Institute of Certified Public Accountants of Uganda (ICPAU)
Skills and Experience
At least ten (10) years of experience in financial management including at least five (5) years at a Senior Management level (PU5 or equivalent)
Most importantly the applicant must have worked at a place with an annual budget of at least 120 billion Ugandan Shillings
Must have a Tax Compliance Certificate (TCC) that is still valid
Must be a Ugandan citizen who is less than 55 years old
Having worked with public sector financial systems like IFMIS and IPPS and being able to show that you can get resources are also big pluses
