Job Description

The Senior Technical Advisor for HIV & TB will provide high-level technical leadership and oversight under the EpiC Uganda project.

 This senior role involves the direct supervision of technical personnel and ensuring that all HIV/TB interventions are strategically aligned with both donor priorities and the priorities of the Government of Uganda.

 Key responsibilitiesinclude leading the development and refinement of technical workplans, supporting the capacity building of sub-partner organizations, and ensuring that all project deliverables are met on time and within the allocated budget.

 The Advisor will be accountable for preparing comprehensive donor reports, delivering persuasive presentations to a wide range of stakeholders, and actively participating in national technical working groups to influence policy and practice.

 The role also involves mentoring technical staff, monitoring their Level of Effort (LOE) allocations, and guaranteeing that all project activities are consistent with global best practices.

 A significant part of the job is to identify areas for improved efficiency, develop innovative technical tools and approaches, and provide sophisticated solutions to complex challenges encountered in HIV/TB programming

Duties, Roles and Responsibilities

  • Provide expert technical leadership and direction in HIV & TB programming for the EpiC Uganda project
  • Develop and refine the technical components of project workplans, ensuring they are realistic, within budget, and aligned with available resources
  • Oversee the day-to-day technical activities of the project and meticulously track the achievement of project results and targets
  • Supervise, mentor, and build the capacity of technical staff, sub-partners, and junior team members
  • Support systematic capacity-building initiatives for staff and partners in high-quality HIV/TB service delivery
  • Develop targeted tools, training materials, and capacity-building interventions to address identified technical gaps
  • Prepare and deliver high-quality donor technical reports and presentations for stakeholders at all levels
  • Represent the EpiC Uganda project authoritatively in government, donor, and partner forums and technical working groups
  • Maintain constructive, ongoing technical dialogue with the Ministry of Health, implementing partners, and other key stakeholders
  • Ensure all project activities comply with donor requirements and incorporate global best practice standards

Qualifications and Experience

Education

A Master’s degree (or international equivalent) in Public Health, Global Health, 

Epidemiology, Clinical Medicine, Human Development, or a related field Project Management (PM) training is an added advantage

Experience

Minimum of 8 years of substantial experience in the technical implementation of large-scale HIV programs in Uganda 

Direct experience working with PEPFAR-supported programs and NGOs is essential A proven track record of providing high-level HIV technical assistance and capacity building to government and partner organizations is required

 Experience in program development or program management is strongly preferred

Competencies

  • Must possess strong knowledge of HIV/TB program implementation and national standards
  • Demonstrated ability to manage complex projects, set strategic priorities, and deliver measurable results under pressure
  • Strong analytical, problem-solving, and decision-making skills are critical
  • Excellent writing, presentation, and interpersonal communication skills are required
  • Proficiency in the Microsoft Office Suite is expected
  • Fluency in English is mandatory, and willingness to travel 20–40% within Uganda is required
